Week 1: Leveraging Government Market Research
While government contracting often includes a standardized RFP process, winning contracts includes significant work before the request for proposals is issued.
This week, you’ll learn:
- How to identify and engage your Government customer(s),
- How to utilize Government market research requirements to your firm’s advantage,
- The best (and worst) practices at each stage of that Market Research, and
- What strategies work (and the ones that don’t).

Dave retired from the Government after 37+ years serving the Army, Navy, Air Force, and OSD, including serving as Project Manager (PM) for an OSD-led program that funded and executed crucial developments for every DOD test organization. He held roles as PM, Deputy Security Assistance Management Director (SAMD), Chief Engineer, Staff Action Officer, and Manager. Dave worked at Aberdeen Proving Ground, MD; the Pentagon; the National Capital Region; and at PEO STRI in Orlando, FL. He has served as PM, SBIR Resource Sponsor, Engineer, and Test Director across numerous systems, geographies and positions. Dave managed the award of Government contracts valued up to $2.4B, sponsored SBIR programs, supported the development of numerous air, land, and sea weapons programs, and led many complex developmental and integration projects.
Dave’s current bid and proposal specialization work evolved from leading over 60 source selections (evaluating hundreds of proposals) for multiple Government agencies. This array of experience enables clients to successfully compete for competitive, non-competitive, and SBIR/BAA vehicles. He brings the eye and understanding of an experienced and trained evaluator, engineer, PM, COR, and resource sponsor to his clients, ensuring that each proposal delivers the information critical to the next win.
